The lessons of the Stroggos campaign and the single-handed assassination of the Makron prompted Marine Command to develop tools for reaching hard to reach places for marines that might have to act alone under extreme operational situations. The conditions for development were that it had to be small, unencumbering for a single marine, easy to use, and not require an ammunition supply. The result was the Mark 1 Grappling Hook. How it works is still classified. Suffice it to say that it works and works well for getting to where any marine needs to go when foot travel is insufficient. It also hurts like hell if it hits you.
